Engineers Ireland - Cognitive Biases and Cost Estimation for Road Transport Projects

The presentation will provide an overview of a research thesis undertaken for a doctoral programme, the objective of which was to assess the impact, if any, of cognitive biases on the cost management processes undertaken for road transport projects in Ireland. The presentation will consider the assessment of risk, complexity and uncertainty in construction cost forecasting and budget management and the processes developed by the NRA/TII to mitigate against these factors.

The research involved both quantitative and qualitative analysis including the development of a coding framework for tracking causal factors and effects. Some of the main findings of this research will be described.

About the presenter

John Fitzsimons is a Chartered Civil Engineer and holds a Master’s degree in Business Administration. He is currently employed in Transport Infrastructure Ireland as a Regional Manager in the Capital Programme section. John has 40 years’ experience in the construction industry in Ireland and has worked in the private, semi-state and public sectors.
