Heat in Buildings
IES Energy Strategy Group replied to the call for evidence 2021/2022 on Heat in buildings issued by the National Public Energy Agency. The reply said:
The Institution of Engineers in Scotland strongly supports the establishment of a national public body to take ownership of the delivery of Scotland's decarbonisation strategy. To give the greatest chance of success, this body should be independent of political or commercial decisions and given the authority to prepare proposals for investment, co-ordinate effort and action within Scotland between relevant agencies and with the other nations of the United Kingdom and internationally. To succeed, the new agency will need to use technical skills to inform decision making in situations that involve complex uncertainty. This is a daunting task but is common practice in, for example, the delivery of major engineering projects and the same techniques can be applied to the establishment and operation of the National Agency. As a first step the principle of system planning should be applied to the appointment of an Executive Board to create the agency and build its capability and reputation before moving to the implementation of recommendations.
